Establishes automatic voter registration ("motor voter") for eligible, unregistered persons applying for new or renewed driver's licenses, provisional licenses, instruction permits, or identification cards unless they affirmatively decline on the application form.

Requires the examiner of drivers to electronically transmit applicant information to county clerks and election officials for voter registration processing, with county clerks reviewing and approving applications according to existing voter registration standards.

Authorizes county and state transportation databases containing driver's license and identification card information to be directly accessible to election officials and the statewide voter registration system for timely processing and poll integrity purposes.

Allows applicants to request a permanent absentee ballot as part of the automatic registration process.

Takes effect January 7, 2059.
