Authorizes expenditure of general funds to provide a one-time lump sum cash bonus severance benefit to affected Maui region hospital employees of the Hawaii Health Systems Corporation who are entitled to reduction-in-force rights under chapter 89, HRS, resulting from the transfer of Maui Memorial Medical Center, Kula Hospital, and Lanai Community Hospital to Maui Health System, a Kaiser Foundation Hospitals LLC.

Severance benefit calculated at five percent of the individual employee's annual base salary for each year of service worked up to and including July 20, 2016, not to exceed ten years, with a maximum of fifty percent of the employee's annual base salary.

Severance benefit is in addition to any other payments owed upon separation, including accumulated unused vacation allowances and compensatory time credits, and shall not be counted as salary, service credit, or cost item for retirement benefits or sick and vacation leave calculations.

Repeals chapter 89E, Hawaii Revised Statutes, and Act 1, Second Special Session, Session Laws of Hawaii 2016, retroactively to July 20, 2016.

Takes effect July 1, 2017, except sections repealing chapter 89E and Act 1 take effect retroactively to July 20, 2016.
