Establishes licensure program for school psychologists in Hawaii, administered by the board of psychology, effective July 1, 2019.

Requires school psychologists to have either a specialist-level or doctoral degree in school psychology with minimum 60 semester hours and 1,200 hours of supervised internship (600+ in school settings), or current national certification/valid out-of-state license prior to July 1, 2018.

Prohibits unlicensed individuals from practicing as school psychologists or using the title "school psychologist" beginning July 1, 2019, with penalties of up to $1,000 per violation.

Restricts school psychologists to practicing only in educational settings (schools, universities, early intervention programs, developmental centers, approved private schools) and prohibits private practice.

Expands the board of psychology from seven to nine members, adding two school psychologist representatives; program subject to sunset review with repeal date of June 30, 2025.
