Appropriates $650,000 for fiscal year 2017-2018 and $650,000 for fiscal year 2018-2019 for research, development, marketing, and conservation of breadfruit (ulu).

Directs the College of Tropical Agriculture and Human Resources at the University of Hawaii to expend the appropriated funds.

Recognizes breadfruit as a historically significant Hawaiian food source with potential for commercial development, including gluten-free products, organic latex, and natural insecticides.

Projects potential farm value of $10,000,000 per year within ten years and identifies market opportunities in the $15,000,000,000 gluten-free market and organic latex industry.

Takes effect on July 1, 2017.
