Establishes a two-year advanced biofuels pilot project in at least two counties to expand biofuel use and support Hawaii's goal of 100 percent clean energy by 2045.

Requires the Department of Business, Economic Development, and Tourism to partner with the Hawaii State Energy Office, county governments, nonprofits, and private businesses to design and implement the pilot project.

Mandates assessment of the pilot project by December 31, 2018, evaluating effectiveness in producing clean energy, reducing fossil fuel dependence, identifying production opportunities, and modernizing biofuel technology.

Requires the department to submit a report with findings and recommendations to the legislature no later than twenty days before the 2019 regular session, including whether to continue, expand, or end the pilot project.

Appropriates unspecified funding from general revenues for fiscal years 2017-2018 and 2018-2019 to establish and implement the pilot project.
