Requires mandatory recount of all votes for any election office when the margin between a candidate and their closest opponent is less than 250 votes or less than 1% of total votes cast, whichever is smaller.

Prohibits charging any recount costs to candidates.

Mandates all mandatory recounts be completed and results publicly announced no later than 9 days following the election.

Requires the chief election officer to adopt rules allowing affected candidates or their representatives to attend and witness recounts, with notification provided at least one day before the recount occurs.

Extends the deadline for filing election contest complaints involving votes subject to mandatory recount to the 13th calendar day after the election or the 3rd calendar day following a recount, whichever occurs first.
