Requires all fishing nets used in state marine waters to be registered and affixed with identification tags as specified by the department of land and natural resources.

Defines "fishing net" to include bag nets, fence nets, gill nets, and lay nets, but excludes hand nets, landing nets, and throw nets.

Authorizes the department to adopt rules under chapter 91 to implement the registration and identification tag requirements.

Does not affect rights, duties, penalties, or proceedings that existed before the act's effective date.

Takes effect upon approval.
