Changes authorization for district family courts from permissive ("may be established") to mandatory authority granted to the chief justice of the supreme court to establish them in each judicial circuit.

Eliminates individual judge titles (first judge, second judge, etc.) for circuit court and district court judges, instead styling all judges within a circuit simply as "judge of the circuit court" or "judge of the district court" of that circuit.

Increases the number of district judges in the second judicial circuit from three to four judges.

Removes the July 1, 1992 effective date reference for the first circuit court judge provisions, making them immediately applicable.

Takes effect on July 1, 2050.
