Appropriates $123,000,000 from general revenues for fiscal years 2017-2018 and 2018-2019 to the Department of Education for the second phase of planning, design, and construction of a new high school in Kihei, Maui.

Addresses overcrowding at Maui High School and Baldwin High School in central Maui by funding infrastructure and building construction for a new south Maui high school to serve the growing Kihei-Makena region.

The project uses a phased approach with the first phase ($30,000,000) focused on infrastructure construction, which began in January 2016; the second phase funds building construction and is expected to allow the school to open by 2022.

Designates the new school as Hawaii's first net-zero energy school, incorporating eco-friendly design and site-appropriate strategies for continuous indoor and outdoor learning spaces.

Takes effect July 1, 2017.
