Authorizes the director of finance to issue $3,300,000 in general obligation bonds for construction of a new ferry pier at Lahaina small boat harbor on Maui.

Appropriates $3,300,000 for fiscal year 2017-2018 to be expended by the department of land and natural resources for the ferry pier project.

New pier will be approximately 115 feet long and 20 feet wide with shade structures and a 16-foot-wide concrete gangway connecting to the existing pier structure.

Project includes two sewage pump-out stations, replacement of the harbor administration office, and resurfacing of Wharf Street to improve passenger and pedestrian movement.

Appropriation funds will not lapse beyond the fiscal biennium except that any unencumbered moneys remaining as of June 30, 2020, shall lapse on that date; project qualifies for federal aid financing and reimbursement.
