SB 290 Summary

• Authorizes the issuance of $40,000,000 in general obligation bonds for the design, construction, and equipment of an extension to the Lahaina bypass road from north Keawe street to beyond Puukolii road on Maui.

• Appropriates the bond proceeds for fiscal year 2017-2018 to be expended by the Department of Transportation for the Lahaina bypass extension project.

• Addresses safety and traffic congestion issues on the two-lane Honoapiilani Highway serving West Maui, which is vulnerable to erosion and sea-level rise between Olowalu and Papalaua wayside park.

• Extends the existing Lahaina bypass project to provide emergency access for first responders and improve connectivity between West Maui and the bypass road.

• Establishes that unencumbered appropriation balances remaining as of June 30, 2020, shall lapse, with the Act taking effect July 1, 2017.
