Establishes a statewide interoperability executive board within the Department of Defense to serve as the primary steering group for Hawaii's statewide communications interoperability plan.

Board membership includes the Adjutant General (chair), Attorney General (co-chair), deputy director of law enforcement, directors of transportation and health, comptroller, chief information officer, all county mayors, fire chiefs association chair, a police chief representative, enhanced 9-1-1 board chair, 700 MHz Regional Planning Committee chair, and one senator and one representative appointed by legislative leaders.

Requires the board to develop and annually update a statewide communication interoperability plan, establish policies and standards for public safety communications infrastructure, coordinate federal grant acquisition, and submit annual reports to the legislature on implementation status.

Establishes a statewide interoperability coordinator position to serve as the central coordination point for implementing the interoperability plan, engaging stakeholders, identifying funding opportunities, and coordinating with FirstNet activities.

Effective date: July 1, 2017.
