Mandates the Department of Health to perform a cost-benefit analysis of combining glass processing streams for advance disposal fee glass containers and deposit beverage containers.

Requires the Department of Health to update the 2008 draft glass recycling policy to equally allow recycling or down-cycling, permit glass stockpiling for inventory, provide a complete list of approved down-cycling options, and allow glass as alternative daily cover.

Directs the Department of Health to work with stakeholders to develop practical policies and rules for stockpiling processed glass.

Requires the Department of Health to increase the recovery rate for advance disposal fee glass containers to 75 percent.

Appropriates funds for fiscal years 2017-2018 and 2018-2019 to conduct the cost-benefit analysis, with a report due to the legislature by December 2018.
