Amends Hawaii Revised Statutes Section 11-341(d) to exclude candidate and candidate committee advertisements from electioneering communication reporting requirements, provided they comply with Section 11-391.

Defines "electioneering communication" as advertisements referring to clearly identifiable candidates broadcast within 30 days before primary elections or 60 days before general elections that appeal to vote for or against a specific candidate.

Clarifies that electioneering communications do not include news stories, editorials, house bulletins, debate promotions, or candidate/candidate committee advertisements in compliance with existing law.

Takes effect upon approval and does not affect rights, duties, or proceedings that matured or began before the effective date.
