Creates a new requirement for the board of land and natural resources, council on revenues, and tax review commission to file board packets in their offices for public inspection when distributed to board members, with electronic access accommodated to the greatest extent feasible.

Requires boards to allow oral testimony on agenda items separately and at the time each item is first brought up for discussion, rather than at any time during the meeting.

Mandates posting of meeting notices on an electronic calendar maintained by the State or appropriate county in addition to filing with the lieutenant governor or county clerk, with emergency meetings now included in notice requirements.

Establishes a board packet working group led by the department of commerce and consumer affairs to develop disclosure requirements and recommend legislation by 20 days before the 2018 regular legislative session, with the working group dissolving June 30, 2018.

Clarifies that minutes must be publicly posted on the board's website or appropriate state/county website within 30 days, and if posted as recordings, must include a written summary of significant actions taken including motions and votes.
