Clarifies that Hawaii Revised Statutes section 706-646 requires courts to reimburse crime victims fully for all reasonable and verified losses resulting from a defendant's offense.

Expands the list of reimbursable losses to explicitly include lost earnings and mental health treatment, counseling, and therapy expenses.

Specifies that the enumerated losses are illustrative rather than exhaustive by using the phrase "including but not limited to."

Maintains that courts shall not consider a defendant's financial ability when determining the restitution amount, but shall consider it when establishing the time and manner of payment.

Takes effect January 7, 2059.
