Establishes the marijuana dispensary special fund to be administered by the Department of the Attorney General and funded by general excise tax revenues from medical marijuana dispensaries, legislative appropriations, and investment earnings.

Requires the Director of Taxation to transfer 15 percent of annual general excise tax revenues from medical marijuana dispensaries to the fund, beginning July 1, 2018, and annually thereafter.

Allocates fund moneys equally among three entities for marijuana dispensary enforcement: the Department of the Attorney General, county police departments, and county prosecutors' offices.

Specifies that distributed moneys shall complement but not supplant funds regularly appropriated for law enforcement purposes related to the medical marijuana dispensary system.

Appropriates unspecified sums from general revenues for fiscal year 2017-2018 and from the special fund for fiscal years 2017-2018 and 2018-2019 for enforcement purposes, with the Attorney General administering the expenditures.
