Allocates ten per cent of annual general excise tax revenues collected from medical marijuana dispensaries to the mental health and substance abuse special fund established under section 334-15.

Requires each medical marijuana dispensary license holder to deposit ten per cent of gross income generated into the mental health and substance abuse special fund.

Authorizes the state to use moneys deposited from medical marijuana dispensary revenues to pay operating expenses of mental health and substance abuse programs operated by the State.

Takes effect on July 1, 2017.
