Requires all Hawaii elections statewide to be conducted by mail beginning with the 2020 primary election, with optional mail voting allowed for elections before that date.

Establishes voter service centers at county clerk offices and potentially additional locations, open from the tenth business day before an election through election day, to receive mail-in ballot returns, offer same-day registration and voting, and provide services for voters with disabilities.

Allows counties to designate additional places of deposit for personal delivery of mail-in ballots, open five business days before the election until 6:00 p.m. the day before election.

Allocates election expenses between the State and counties based on office type: State pays for ballot printing and counting in mixed elections; counties handle voter registration, absentee voting, voter service centers, and ballot mailing/receipt.

Appropriates unspecified general revenue funds for fiscal year 2018-2019 for implementation, with 50 percent distributed to counties as grants proportional to their registered voter percentages; requires annual progress reports to the legislature through 2023.
