Excludes communications of a candidate's name on clothing or other attire from the definition of "advertisement" under election law, provided the attire is not directly associated with the candidate's campaign committee.

Amends the definition of "electioneering communication" to exclude communications of a candidate's name on clothing or other attire that are directly associated with that candidate's campaign committee.

Modifies Hawaii Revised Statutes Section 11-302 and Section 11-341 to clarify what constitutes regulated campaign communications.

Takes effect on January 7, 2059.
