Exempts candidate committees from filing statements of information for electioneering communications that clearly identify the committee as the payor.

Removes the requirement for candidate committees to disclose names and addresses of contributors funding electioneering communications.

Excludes advertisements paid for by candidates or candidate committees from electioneering communication reporting requirements, provided they comply with section 11-391.

Makes conforming changes to the definition of "electioneering communication" to reflect these exemptions.

Effective date: January 7, 2059.
