Authorizes criminal charges for all class C felonies to be instituted by written information, except for 25 specifically enumerated offenses including bribery, assault against law enforcement, sexual assault, kidnapping, and crimes involving sexual exploitation.

Authorizes criminal charges for all class B felonies to be instituted by written information, except for 9 specifically enumerated offenses including kidnapping, sexual assault, child abuse promotion, robbery, and promoting prostitution.

Permits written information charging for class B and C felonies involving accomplice liability (sections 702-221 through 702-223) and inchoate crimes (criminal attempt, solicitation, conspiracy) when the underlying offense is a class B or C felony not otherwise enumerated in the exceptions.

Permits written information charging for class B and C felonies under section 329-46 (obtaining controlled substance prescriptions from multiple practitioners) when comparable offenses under chapter 712 are class B or C felonies not otherwise enumerated.

Effective upon approval with no retroactive application to rights, duties, penalties, or proceedings begun before the effective date.
