Amends Hawaii Revised Statutes Section 46-4(a) to require counties to give full consideration to urban agriculture principles and policies when establishing zoning districts and regulations.

Applies the urban agriculture consideration requirement to counties of Hawaii, Maui, and Kauai in their land use planning and zoning decision-making processes.

Clarifies that urban agriculture principles should be weighed alongside soil classification and physical use capabilities when determining the most beneficial use of land.

Removes outdated reference to "county or city" in the statute, replacing it with "county" to reflect current governmental structure.

Takes effect on July 31, 2150.
