Prohibits remote sales (internet, mail order, telephone) of cigarettes and tobacco products, including electronic smoking devices, to consumers in Hawaii, with exceptions only for licensed wholesalers, dealers, and permit-holding retailers.

Establishes the offense of "unlawful transport of tobacco products" as a class C felony with a maximum fine of $5,000 per violation, with each shipment constituting a separate violation.

Adds civil penalty provisions allowing the Attorney General to pursue up to $5,000 in civil penalties per violation in addition to criminal penalties.

Defines new terms including "electronic smoking device," "internet sale," "mail order," and "remote sale" to clarify regulated transactions.

Effective July 1, 2017, with intent to reduce youth access to tobacco products, prevent age verification circumvention, and ensure state tax collection on tobacco product sales.
