Increases the annual pesticide licensing fee from $75 to $310 and requires annual license renewal on December 31, replacing the previous three-year licensing period.

Expands authorized uses of the pesticide use revolving fund to include registration and technical review, certification, compliance monitoring, electronic data collection system development, personnel costs, educational materials development, demonstration trials, and pesticide disposal programs.

Establishes an environmental toxicologist position within the department of agriculture to partner with the department of health toxicologist and expand technical capacity for analyzing findings and making recommendations on environmental and human health.

Creates a pesticide extension specialist position within the University of Hawaii college of tropical agriculture and human resources, funded through a contract with the department of agriculture using revolving fund moneys.

Appropriates $2.845 million from the pesticide use revolving fund for fiscal years 2017-2018 and 2018-2019 for the new positions, electronic data collection system, educational materials, demonstration trials, compliance monitoring, and pesticide disposal program.
