• Allows the Department of Taxation to issue citations for failure to display the required license with penalties of $500 per day for first violation, $1,000 per day for second violation, and $5,000 per day for third and subsequent violations.

• Defines "transportation network company" as an entity using digital networks to connect passengers to drivers, excluding taxicab associations and for-hire vehicle owners.

• Directs fines collected under this new section to be deposited into the tax administration special fund.

• Takes effect upon approval.
