Adds a new exemption to Hawaii Revised Statutes Section 291C-131 for vehicles transporting asphalt or other loads at temperatures that would melt or damage a tarp or covering.

Exempts high-temperature loads from the requirement that loads be covered by cargo nets, tarpaulins, canopies, or other covering materials to prevent escape from vehicles.

Renumbers existing subsection (g) to subsection (h) regarding penalties for violations of load-securing requirements.

Maintains all existing penalties for violations, including fines of $250-$500 for first violations, $500-$750 for second violations within one year, and $750-$1,000 for third or subsequent violations within one year.

Takes effect upon approval.
