Adds new section to Chapter 514B, Hawaii Revised Statutes prohibiting retaliation against unit owners, board members, managing agents, resident managers, or association employees who report or investigate alleged violations of condominium laws or governing documents.

Prohibits retaliation for complaining about violations, filing complaints with the association or commission, participating in investigations, or exercising rights under condominium law or governing documents.

Allows victims of retaliation to bring civil action in district court and permits courts to issue injunctions, award damages, court costs, attorneys' fees, or other appropriate relief.

Defines "retaliation" as any action not made in good faith, unsupported by governing documents or law, that is intended to or has the effect of being prejudicial to a person's substantial rights.

Effective date: July 1, 2017.
