Requires motor vehicle insurers to maintain at least one physical sales and claims service office in each county in Hawaii, replacing the previous requirement for a single statewide office.

Allows insurers to modernize operations through mobile and internet technology while ensuring they have a physical presence for consumer access in each county.

Requires the insurance commissioner to submit annual reports to the legislature for five years (2018-2022) documenting consumer complaints related to changes in insurer field presence requirements.

Takes effect July 1, 2050, with an automatic repeal date of June 30, 2022, and restoration of prior law if not reenacted.
