Repeals chapter 269, part VIII, Hawaii Revised Statutes, which established the regulatory structure for developing, financing, and constructing interisland undersea transmission cables.

Removes references to the interisland transmission system from state law until a consensus on such a system can be reached by the legislature.

Repeals section 269-133 regarding transmission tariffs for certified cable companies and eliminates section 269-134 provisions for cable surcharges by electric utility companies.

Eliminates tax exemptions and exclusions related to cable surcharge amounts received by electric utility companies under sections 235-7, 239-5.6, and 240-1.6 of Hawaii Revised Statutes.

Updates section 269-30 to remove references to cable surcharge provisions and amends Act 165 (Session Laws of Hawaii 2012) to reflect the repeal date change from January 1, 2013, to January 1, 2018.
