State auditor shall conduct a management audit of the Public Utilities Commission to evaluate its efficiency and effectiveness.

Audit shall review appropriateness of current utility legislation, adequacy of PUC policies and rules, and effectiveness in handling telecommunications, energy, and utility issues.

Audit shall examine PUC management including technical and analytical staff support for case management and whether individual commissioners can request dedicated staff attorneys, researchers, or support personnel.

Auditor may review other state public utilities commissions to identify best practices regarding operational efficiency, member collaboration, commissioner diversity requirements, and ability to consider multiple dockets simultaneously.

Auditor shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2018 regular session convenes.
