Creates a new chapter establishing medical coverage and benefits for firefighters and former firefighters who develop cancer (hazardous duty related disease) presumed to arise from employment, regardless of when the cancer is diagnosed.

Requires all health insurance policies in Hawaii to cover full hospital, surgical, and medical treatment for cancer in covered firefighters, with copayments/deductibles no less favorable than other medical services.

Establishes disability benefits providing 100% of average weekly wages for permanent or temporary total disability from cancer, with first payment due within 10 days of notification and weekly thereafter.

Provides death benefits including funeral and burial expenses plus weekly benefits to dependents (ranging from 35-66.67% of deceased's wages depending on family situation), and service-connected disability retirement eligibility for cancer-disabled firefighters with one year of service.

Mandates employers pay for annual cancer screenings for all firefighters and exempts cancer cases from the standard workers' compensation system under chapter 386.
