Establishes a colorectal cancer screening and awareness pilot program administered by the Department of Health to increase screening rates in alignment with the national "80% by 2018" initiative.

Department of Health shall provide public education on colorectal cancer screening, collaborate with healthcare providers to integrate screenings into standard practice, and partner with providers to screen eligible participants.

Eligible participants must be at least 50 years old (or younger with high risk factors), uninsured or underinsured, not eligible for medical assistance, and have gross family income at or below 250% of the poverty level.

Department of Health shall submit a preliminary report by 20 days before the 2018 legislative session and a final report by 20 days before the 2020 legislative session on program expenditures.

Appropriates unspecified funds from general revenues for fiscal years 2017-2018 and 2018-2019, with the program repealing on June 30, 2020.
