Allows advanced practice registered nurses (APRNs) with psychiatric specialization to provide care in assisted community treatment programs, roles previously limited to psychiatrists.

Enables APRNs with prescriptive authority to examine patients, testify in court, and manage treatment orders for assisted community treatment cases.

Recognizes APRNs with psychiatric specialization as licensed mental health professionals authorized to provide mental health treatment and counseling services.

Permits APRNs to provide medical care and services to minors seeking pregnancy care, venereal disease treatment, or family planning services, with valid consent from the minor.

Removes barriers to APRN practice in Hawaii to improve access to primary and mental health care services across the state.
