Requires all retailers selling electronic smoking devices or e-liquid to obtain a retail tobacco permit, and requires wholesalers and dealers to obtain licenses for these products.

Increases the annual license fee for wholesalers and dealers from $2.50 to $250, and increases the retail tobacco permit fee from $20 to $50.

Imposes an excise tax on electronic smoking devices and e-liquid at the same rate as other tobacco products, effective January 1, 2018.

Expands all existing tobacco regulatory definitions, record-keeping requirements, and inspection procedures to include electronic smoking devices and e-liquid.

Takes effect July 1, 2070 (note: this appears to be a typographical error in the bill text, as the intended effective date is likely 2017 or 2018).
