Amends Section 89-9(d) of Hawaii Revised Statutes to clarify the scope of collective bargaining negotiations between public employers and exclusive representatives.

Allows negotiations over either the procedures and criteria for promotions, transfers, assignments, demotions, layoffs, suspensions, terminations, discharges, and other disciplinary actions, or the implementation of employer rights if such implementation affects terms and conditions of employment.

Expands the grievance procedure in collective bargaining agreements to include violations of negotiated procedures, criteria, and implementation provisions.

Takes effect on July 1, 2017, and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
