Changes funding source for Campaign Spending Commission operating expenses from the Hawaii election campaign fund to general revenues of the State.

Requires the State to appropriate general revenues for the Commission's staff salaries and fringe benefits for fiscal years 2017-2018 and 2018-2019.

Permits the Commission to use Hawaii election campaign fund moneys for investigative purposes only if general revenue appropriations prove insufficient to cover investigation costs.

Removes previous language allowing the Commission to use campaign fund moneys for general operating expenses.

Effective date January 7, 2059.
