Requires all individuals to comply with the Military Selective Service Act to enroll in state-supported post-secondary institutions, including universities, colleges, and community colleges within the University of Hawaii system.

Prohibits individuals not in compliance with the Military Selective Service Act from receiving state-provided loans, grants, scholarships, or other financial assistance for post-secondary education.

Bars non-compliant individuals from employment by the State or its political subdivisions and from service on state and county boards, commissions, departments, and agencies.

Exempts persons under 18 years old, persons 26 years or older, active duty military members, non-citizens, and those with medical conditions precluding military service from these requirements.

Directs the University of Hawaii and state and county agencies to ensure compliance with the Military Selective Service Act among applicants, enrollees, and employees under their jurisdiction.
