Amends Hawaii Revised Statutes Section 709-906(8) to expand the definition of abuse of family or household members involving impeded breathing or blood circulation.

Removes the limiting language "by applying pressure on the throat or the neck" so the offense now covers impeding normal breathing or circulation of blood by any means.

Maintains the offense as a class C felony when physical abuse consists of intentionally or knowingly impeding normal breathing or circulation of blood of a family or household member.

Does not affect rights, duties, penalties, or proceedings that began before the effective date.

Takes effect on January 7, 2059.
