Establishes the Uniform Employee and Student Online Privacy Protection Act, creating new chapter in Hawaii Revised Statutes to protect personal online accounts of employees, students, and applicants.

Prohibits employers from requiring or coercing employees to disclose login information or account content for protected personal online accounts, or taking adverse action for refusal to comply.

Prohibits educational institutions from requiring or coercing students to disclose login information or account content for protected personal online accounts, or taking adverse action for refusal to comply.

Allows employers and educational institutions limited exceptions to access account content (but not login information) when based on specific facts and needed to investigate misconduct, ensure legal compliance, protect safety, or protect proprietary information.

Authorizes civil actions by the attorney general (up to $1,000 per violation, capped at $100,000 per event) and by employees or students (seeking injunctive relief, actual damages, and attorney's fees) for violations of the act, effective July 1, 2050.
