Repeals chapter 481E and replaces it with the Revised Uniform Athlete Agents Act (2015), expanding regulation of athlete agents to include financial advisers and business managers serving student athletes for compensation.

Requires athlete agents to register with the director of commerce and consumer affairs and establishes reciprocal registration for agents registered in other states that have adopted the same act.

Mandates agency contracts include statements of agent registration status, separate written acknowledgment from student athletes regarding loss of eligibility, and a 14-day cancellation period.

Requires athlete agents to notify educational institutions within 72 hours of signing contracts with student athletes and establish notice requirements before recruiting or soliciting student athletes.

Establishes criminal penalties (misdemeanor) for violations, civil penalties up to $50,000, and allows student athletes and educational institutions to pursue civil damages including treble damages and attorney's fees for violations.
