Allows the Office of Hawaiian Affairs Board of Trustees to appoint a deputy administrator, chief financial officer, and corporation counsel by majority vote, rather than having the administrator appoint these positions.

Enables the board to remove the deputy administrator, chief financial officer, and corporation counsel for cause by a two-thirds vote of all board members.

Clarifies that the administrator may not employ the deputy administrator, chief financial officer, and corporation counsel, as these positions must be appointed directly by the board.

Effective date is July 1, 2017.
