Amends Section 11-340, Hawaii Revised Statutes to clarify fines for late campaign finance reports filed by candidate and noncandidate committees.

Specifies that noncandidate committees failing to file a second preliminary general report by the due date face fines not exceeding $300 per day, with aggregate fines capped at 25% of total contributions or expenditures, whichever is greater.

Establishes a minimum fine of $300 if any fine is assessed for late filing of these reports.

Effective date of January 7, 2059.
