Increases administrative fines for noncandidate committees making only independent expenditures from $1,000 to $5,000 per occurrence, or up to three times the amount of an unlawful contribution or expenditure.

Allows the Campaign Spending Commission to order violators to pay for investigative service costs and bank fees incurred by the commission due to the violation.

Requires costs recovered by the commission to be deposited in the Hawaii Election Campaign Fund rather than the general fund.

Maintains existing fine structures for persons other than noncandidate committees (up to $1,000 per occurrence) and clarifies that individual directors, officers, or agents can be held liable for corporate violations.

Provides due process protections requiring written notice and opportunity for a hearing before administrative fines and costs are assessed, unless waived in writing.
