Amends Hawaii Revised Statutes Section 11-412(b) to establish that the statute of limitations for prosecuting campaign finance report falsification begins upon discovery of the offense by the campaign spending commission, rather than the standard filing date.

Modifies Section 701-108(2) to clarify that prosecutions under Section 11-412(b) follow the discovery-based limitation period defined in that section, creating an exception to the standard three-year felony prosecution window.

Applies to persons who knowingly or intentionally falsify campaign finance reports with intent to circumvent law or deceive the commission, or who violate related campaign finance sections—classified as class C felonies ineligible for deferred pleas.

Does not affect any rights, duties, penalties, or proceedings that began before the effective date of the Act.

Takes effect on January 7, 2059.
