Removes the $25 contribution threshold for recording contributor information, requiring treasurers to maintain itemized records showing the name and address of each contributor regardless of contribution amount.

Requires collection and maintenance of contributor employer and occupation information for candidate committees (per section 11-333(b)(2)) and noncandidate committees (per section 11-335(b)(1)).

Applies to both candidate and noncandidate committee treasurers in establishing and maintaining contribution records.

Takes effect on January 7, 2059.
