Requires the Legislative Reference Bureau to conduct a study on the non-facility general fund per-pupil funding system for public charter schools to determine if it equalizes operational funding as intended.

Study must include all general fund non-facility costs under Hawaii Revised Statutes section 302D-28(a), such as school-based budgeting, instructional support, school administration, and school support.

Department of Education and State Public Charter School Commission must jointly designate and provide specific funding data to the Legislative Reference Bureau by June 30, 2017.

Legislative Reference Bureau must submit report findings and recommendations, including proposed legislation, to the legislature no later than twenty days prior to the 2019 regular session.

Appropriates $50,000 for fiscal year 2017-2018 and $50,000 for fiscal year 2018-2019 for contracts to conduct the study, with funds exempt from Hawaii Revised Statutes chapter 103D procurement requirements.
