Appropriates funds for the Office of Hawaiian Affairs (OHA) for the fiscal biennium July 1, 2017 through June 30, 2019, known as the Office of Hawaiian Affairs Appropriations Act of 2017.

Appropriates $104,947 in general funds and $322,011 in trust funds annually for the Office of the Trustees, and $1,785,300 in general funds and $2,368,928 in trust funds annually for Administration.

Appropriates $2,631,327 in general funds and $3,411,589 in trust funds annually for Beneficiary Advocacy, with $415,000 per year designated for emergency social services, $615,000 per year for Native Hawaiian educational programs, and $524,400 per year for legal services to beneficiaries.

Allocates $750,000 in general funds matched by $750,000 in trust funds annually for health, housing, and income improvement programs, with general fund expenditures requiring matching trust fund expenditures.

Allows the OHA Board of Trustees to transfer funds and positions between programs as needed and requires reporting of transfers to the legislature; takes effect July 1, 2017.
