SB 469 - Judiciary Appropriations Act of 2017

• Appropriates funds to the Hawaii judiciary for fiscal years 2017-2018 and 2018-2019, including operating expenses and capital improvement projects totaling approximately $167 million in general funds and special funds.

• Authorizes general obligation bonds not to exceed $9,350,000 to finance capital improvement projects including courthouse repairs, security improvements, and facility upgrades across the state.

• Establishes position ceilings for judiciary programs including the Courts of Appeal (73 permanent positions), First Judicial Circuit (1,085.50 permanent positions), Second Judicial Circuit (207 permanent positions), Third Judicial Circuit (228 permanent positions), and Fifth Judicial Circuit (99 permanent positions).

• Permits the chief justice to transfer funds and positions between programs for operating purposes and to supplement capital project costs from other cost elements without exceeding total project appropriations.

• Requires the chief justice to submit reports on the community court outreach project to the legislature no later than twenty days prior to regular sessions in 2018 and 2019.
