Amends the definition of "board" in the Hawaii Revised Statutes to include county councils.

Allows county council members to share public government records with other council members, provided the records were created by non-council sources and transmission occurs during business hours with same-day filing in the county council office.

Requires public access to transmitted records at least 24 hours before the county council discusses related matters, and mandates electronic transmission of records upon request.

Makes clarifying grammatical corrections to existing statutes regarding board member interactions and permitted discussions.

Takes effect on January 7, 2059.
